APSC CCE 2009 Final Cutoff Marks (Mains + Interview)

APSC Combined Competitive Examination (CCE) 2013 candidates who appeared in Mains exam are now waiting for the results. What was the cutoff last year? How was your performance? APSC Combined Competitive Examination 2009 Final Cutoff:

Assam Public Service Commission (APSC) conducts Combined Competitive Examination for recruiting in various posts under Assam Civil Services and allied services. Following are the category wise cutoff marks of APSC CCE Final exam 2009 (also called as 2011), result of which was announced on April 26, 2013.

The marks above include interview. That means they are out of all total 1600, not just 1400 of CC (Main) Exam. The highest cutoff was 961 or 60.06% for ACS and APS posts in open category. The lowest cutoff was 762 or 47.62% for Inspector of taxes post in Scheduled Tribe (Hills) category. Category wise, lowest cutoff score for General category was 927 or (57.93%). Lowest OBC cutoff was 833 i.e. 52%. Compared to UPSC Civil Services examination, these values are high.

APSC 2013 Final Cutoff:

Cutoff marks are hard to predict. Because they are influenced by various factors such as candidates in different subjects, pattern of question papers, examiners etc. Higher standards of valuation can easily push cutoff scores down. But it is seen that cutoff marks of civil services examinations fluctuate within a range. The APSC Mains written examination was held in Guwahati from July 1 to July 27, 2014. Though nearly 3000 candidates were selected, several candidates didn’t appeared in the Mains. Also we heard that some papers were tougher than previous years. So, what will be the cutoff for APSC 2013? Will it be around 55-60% for General and 50-55% for OBC? Or it will change drastically? Have any good guess? Feel free to express your views.

Date of APSC 2013 Main results:

Any tentative dates for declaration of APSC 2013 Main exam results? If everything goes smoothly, APSC 2013 Mains examination results will be announced by the end of September or early October. That’s what one APSC employee told us. Basically it is too early to give an exact date.   • @prithwi..Nothing wrong I guess.Probably the Ghy HC website whacked for some time.And the next time I logged I could see the pending issues case.Yes seems is still pending.

    The HC page was actually not showing the pending status (Probably a new case by the same petitioner) a few minutes from now.Or may be I could not find it properly.Cant make out if the status is Disposed off or still pending or what is the new matter of the new WP.I regret the mis communication if any.Please excuse.I am sharing the links.Please check you can confirm.However the case in question I had pasted was actually disposed off.

    @Mr phukan..perhaps you were not thorough with the order.Mind the line-
    4. The writ court will decide the writ petition along with WP(C) No.2773/2014 as a bunch matter on merits on priority basis after affording opportunity to the respondents of being heard by filing return.
    This order was only intended to deliver a temporary relief to the petitioner.. It clearly states that the fate of case will be decided by the writ court..so the outcome of wp(c) 2773/14 clubbed with 3101/14 can only give green signal to APSC..
    Correct it if there is anything wrong..

    Heard Mr. R De, learned counsel for the appellant and Mr. RK Talukdar, learned Standing Counsel, APSC for the respondents.
    This is an intra-court appeal filed by the petitioner of W.P.(C) No.3101 of 2014 under Rule 2(3) of Chapter V-A of the Gauhati High Court Rules against the order dated 24.6.2014 passed by the learned Single Judge in the abovementioned writ petition.
    By impugned order, learned Single Judge declined to grant interim relief to the appellant (writ petitioner) essentially on the ground that he approached the Court late whereas other writ petitioner alike him in whose case the interim writ was granted, approached in time.
    So the short question that arises for consideration in the appeal is as to whether the learned Single Judge was justified in declining to grant ad-interim writ in favour of the petitioner on the ground that he approached the writ Court in this pending writ petition late for grant of ad-interim writ and therefore, not entitled to claim any indulgence of the Court in exercise of the extra ordinary equitable power for grant of ad interim writ.
    We have heard the appeal finally today by admitting the same and giving notice to the counsel appearing for the other side who entered appearance on advance notice.
    Facts necessary for disposal of this appeal lie in a narrow compass. They need mention in brief infra.
    Pursuant to an advertisement issued on 11.8.2013 (Annexure-A), the petitioner appeared in the Combined Competitive (Preliminary) Examination, 2013 conducted by the Assam Public Service Commission. The examination was held on 29.12.2013 and result of the examination was declared on 6.2.2014. Since the petitioner was not selected for appearing in the mains examination, he approached the authorities by filing an application on 19.4.2014 under the Right to Information Act, 2005. In the application, he sought information regarding answer keys of General Studies (for all series) and his optional paper Political Science and OMR sheet. Reply was given to him by letter dated 26.5.2014 (Annexure-E). Feeling dissatisfied with the reply, he filed another application dated 30.5.2014 (Annexure-G) to the concerned authority bringing to their notice that several answers to the key questions appear to be wrong and, therefore, petitioner was not selected. He therefore, prayed that his case should be examined in the light of the prayer made by him in the application and his marks should be reevaluated in accordance with law. He also prayed therein that he may be allowed to appear in the mains examination.
    Since no action was taken on the application, feeling aggrieved, petitioner filed the writ petition out of which this appeal arises. In the petition he has prayed for appointment of expert committee to look into the grievance and anomalies in awarding marks to the candidates including to the petitioner of the key answers to the questions asked in the examination.
    It is not in dispute that like the petitioner, another candidate also has filed a writ petition being WP(C) No.2773/2014 (Manash Pratim Baruah -vs- State of Assam) praying for the same relief. It is not in dispute that by order dated 17.6.2014 (Annexure-1), the learned Single Judge admitted his petition and permitted him to provisionally appear in the mains examination.
    It is with this background, the question arises as to whether the learned Single Judge was justified in not granting interim relief to the petitioner on the ground that he was late.
    It is not in dispute that mains examination is going to start on 28.6.2014. It is also not in dispute that the petitioner applied for grant of ad-interim writ much prior to 28.6.2014. It is also not in dispute that identical relief as prayed for by the petitioner has already been granted to other similarly situated candidate by permitting provisionally to appear in the mains examination.
    Under these circumstances and keeping in view of these undisputed facts, we are of the considered view that the appellant (writ petitioner) should have also been allowed to appear in the examination provisionally.
    Accordingly and in the light of the foregoing discussions and without expressing our opinion on the merits of the case which is presently the subject matter of the writ petition before the writ court, we are inclined to allow this appeal in part and by setting aside the impugned order dated 24.6.2014 grant ad-interim writ prayed by the writ petitioner (appellant).
    As a consequence, following directions are given to the respondents for ensuring compliance;
    1. The petitioner by name Sri Bimal Kishore Barman, son of Atul Chandra Barman be allowed to appear in the Mains Examination of the Combined Competitive Examination, 2013 which is going to start on 28.6.2014.
    2. The grant of permission to the appellant (writ petitioner) is purely provisional and would not create any right in favour of the petitioner while prosecuting the writ petition on merits and the writ petition would be decided irrespective of this order.
    3. The result of the appellant may not be declared unless permitted by the Court.
    4. The writ court will decide the writ petition along with WP(C) No.2773/2014 as a bunch matter on merits on priority basis after affording opportunity to the respondents of being heard by filing return.
    5. The appellant will also ensure compliance of rules and regulations for appearing in the main examination to enable him to appear in the mains examination.
    6. The appellant shall produce a copy of this order before the respondent No.3, the Principal Controller of Examinations, Assam Public Service Commission who will permit him to appear in the entire examination as referred above.
    7. Let copy of this order be filed before the writ court to enable the writ court to decide the matter on merits within three months as an outer limit.

    Certified copy of this order be supplied to the parties today itself to ensure compliance.

  • Apsc people says they are hopeful of declaring d results within 15th Feb….but fact is that all depends upon how much time court takes to settle d case…. there is no doubt DAT ultimately Apsc will get d verdict in its favour but time court taken by court is d issue…

  • @ prithwi…Do you know whats the new case about.Anyways APSC is not new to court cases.Hope they (including honorable HC) don’t put the fate of rest of the candidates in a limbo.Expecting the results in February though.Do you think will be delivered by Feb mid or by last.I don’t have any idea.Hopefully should be declared by that time.

    Issue notice of motion, returnable on 20.8.2014. As Mr. RK Talukdar, the learned standing counsel, APSC, has entered his appearance in respect of respondent Nos. 1,2,3, no formal notices are necessary. Similarly, as Mr. AK Thakur, the learned Govt. Advocate, has entered his appearance in respect of respondent No.4, no formal notice is necessary.
    After hearing the petitioner and the learned counsel for the APSC on the prayer of interim order, I am of the view that the prayer cannot be entertained at the eleventh hour of the schedule for the combined competitive main examination. The main examination is already scheduled for 28.6.2014. The petitioner moves the interim application only today. The contention of the learned counsel for the petitioner is that the writ petition was filed as early as 19.6.2014, but the case has not been listed for motion and in the process there has been delay in moving the writ petition for which the petitioner cannot be faulted with. Be that as it may, had the petitioner comes two weeks before or at least 10 days before, the prayer for interim direction could have been entertained. To entertain the interim prayer at this stage will create administrative and other problems for APSC, which cannot be ignored by this Court. On the other words, the balance of convenience does not lie with the petitioner, if the interim order is granted. Consequently, the prayer for interim order is rejected.””

  • i heard that result will be on 30th or 31st january 2015. today court may give clear signal for declaring the result of mains 2013. the hearing of the petition is scheduled today. so after clearance of case the result will be declared on 30th or 31st of this month.
