APSC Prelims Exam 2013 Analysis, Cut-off mark etc.

On December 29, 2013 Assam Public Service Commission (APSC) successfully conducted the preliminary stage of Combined Competitive Examination. The Assam Civil Service examination was held at 155 centers spread across 23 districts in Assam. A total of 70132 students were selected for the preliminary examination. But the attendance was low – below 70%. APSC Prelims comprised of two papers – Optional Subject of choice and General Studies. The Optional paper was in morning while General Studies paper was in afternoon shift. Here we will discuss the patterns of the two question papers and also the possible cutoff mark.

APSC 2013 Optional Paper:

We talked to several students and examined some question papers. Majority of the students we talked to commented that the optional paper was easy. But it will be wrong to generalize it based on few comments. But we examined Agriculture, Economics, and Political Science papers. The question pattern was same as previous years. We rated the question papers – average. Students with good preparation can easily score up to 90% in those papers. What about your optional paper?

APSC 2013 General Studies Paper:

Several students complained that General Studies question paper was tough. So, we examined the question paper personally. Yes, the paper appears difficult. But it was not a tough question paper. And if an intelligent student carefully approach each question, it is not even difficult. Civil Service examinations in India usually carries questions related to Constitution of India, Indian Politics, Current Affairs, Reasoning / Mental ability and Regional topics. APSC CCE 2013 was no exception. The question paper covered Indian constitution, Indian economics, general knowledge, geography, Assam history, reasoning etc. We think about 70% of the questions were easy for students with good preparation.

The General Studies question paper carried several Assam related questions (about 30 nos). We found that 10 questions were already answered on our Assam Answers section. So students who followed our site definitely answered those Assam related questions correctly.

APSC 2013 Cutoff Marks:

The Combined Competitive Examination (Preliminary) is divided into two question papers. Each paper carries 100 questions with 2 marks for each individual question. So, the total mark of the APSC CCE (Pre) exam is 400. Then what will be the cut off mark of APSC 2013? As there is no official announcement related to the cutoff mark, we can only speculate. We believe that APSC Prelims 2013 cutoff mark will be within 260 to 280 marks.

  • Just for my benefit Manas. Can you tell me how Ranamuthy vs karnataka Public Service Commission and Teresa Irish Vs Kerala postel Circle are third party cases. As per my findings both of these cases relate to the appellates asking for their answer sheets. And even though in the Ranamurthy case the judgement came in his favour in which disclosing information of a candidate’s marks or other candidate’s marks in not prohibited as it does not pose a problem, but information given has to be intimated to the third party.

Can you provide me the details of the third case KIC 196 APL 206.

  • Thank you Manas. I understand your position in the matter.
Hope you get whatever you deserve.
    Good luck. Bye

  • Dear Anurag, there are some excellent judgments of various state information commission and CIC on the issue of 3rd party for example the landmark case of Teresa Irish Vs Kerela postel Circle ,similar case KIC 196 APL 206,E. Ranamuthy Vs Karnataka Public Service Commission etc
Secondly, since my case is already subjudice, so at least now its not possible for me to show my RTI data.
Personally, I too don’t want to spoil the Mains and thats why on31st of March itself I prayed before the Principal Controller of examination along with substantiation but got no justice even after one month….They did not have even the courage to answer why I was deprived of 16 t0 18 marks.. So filed a writ petition…Now things are not in my hand…Also, atleast 2to 3 groups are now fighting against APSC so I do not know about others intention…However, till date, I do not think exam will be postponed….
I wrote in this forum just because of few candidates like you…My intention is not to demoralize you all…Anyway goodbye to all

  • If what people like Manas and others have discoveres is true, I urge the APSC to rectify discrepancies, if any, as soon as possible and allow the deserving candidates to sit in the mains and not deprive them of their rights.

  • Dear Manas, Can you please give the GS ANSWER key and my marks to me too. I will provide you my e-mail id. It will take another 30 days for me to file an RTI and get those. If you would be kind enough to do that for me.

How were you able to collect other candidate’s marks via an RTI? I dont think third party information is provided by APSC or any govt body. As far as I know we can only collect our own marks and Answer Key but not other’s marks.

  • Dear Anurag, I can tell you about ur marks even from my RTI data . Hope u are the same guy who published the answer key on your own for the first time. Your full name is Anurag Phukan, Optional is geography..Right?
I noticed the discrepancies of APSC on 28th of March itself (may be the first person to collect RTI informations) .But I did not write anything on this block for 2 reasons-
firstly, I was worried that any such news will distract and dishearten some serious students like you.
Secondly, some exceptionally negative elements I came across in this block who thought that since they have cleared the PT so the exam is fair and fine…I was also amused by the knowledge of some self proclaimed BABAs who even told me to Google on Scaling of UPSC…Anyway, at this point of time I can tell you that YES, Some substantial amount of discrepancies are noticed by many of us…TO THE SERIOUS CANDIDATES OF MAINS I WOULD SAY JUST STUDY HARD & HOPE FOR THE BEST..WE ARE CONCERNED ABOUT YOU TOO..ULTIMATELY ITS NOT UR MISTAKE..APSC IS ONLY CULPABLE..
    Regards Manash pratim Baruah

  • As to my knowledge,, wrong answers were printed on some questions in the Assistant Provident Fund Commissioner Exam , 2012, but UPSC removed those questions from final evaluation. If Any questions were wrong, as per the alleged RTI, APSC just needs to remove those from final evaluation. Its a simple solution.
My appeal to those candidates who had cleared prelims is do not let these reports come in the way of your preparation. I dont believe anything substantial is going to happen. These reports will only distract you.

  • i appeal to the person who filed the particular RTI to please disclose its contents and the official answer key including GS. I personally find it suspicious as to the alleged report. Could be a classic case of sour grapes syndrome. And to the people who cleared the prelims my advise is do not worry and keep preparing for mains. UPSC also sometimes makes mistakes and prints the wrong answers, but it does not lead to postponement or scraping of a recruitment process.

  • well … perhaps d apsc loves to b surrounded by controversies .

  • Meherbano..Kadardano…dil tham ke beitheye…nd go thru todays news published in the Assamese daily AAMAR ASOM (front page) relating to the wrong answer keys of the CCE-2013…this is just d tip of the iceberg…wl b back soon with more news to all those derpived soon..
