APSC Combined Competitive Examination 2009 Final Cutoff:
Assam Public Service Commission (APSC) conducts Combined Competitive Examination for recruiting in various posts under Assam Civil Services and allied services. The marks above include interview. That means they are out of all total 1600, not just 1400 of CC (Main) Exam. The highest cutoff was 961 or 60.06% for ACS and APS posts in open category. The lowest cutoff was 762 or 47.62% for Inspector of taxes post in Scheduled Tribe (Hills) category. Category wise, lowest cutoff score for General category was 927 or (57.93%). Lowest OBC cutoff was 833 i.e. 52%. Compared to UPSC Civil Services examination, these values are high.
APSC 2013 Final Cutoff:
Cutoff marks are hard to predict. Because they are influenced by various factors such as candidates in different subjects, pattern of question papers, examiners etc. Higher standards of valuation can easily push cutoff scores down. But it is seen that cutoff marks of civil services examinations fluctuate within a range. The APSC Mains written examination was held in Guwahati from July 1 to July 27, 2014. Though nearly 3000 candidates were selected, several candidates didn’t appeared in the Mains. Also we heard that some papers were tougher than previous years. So, what will be the cutoff for APSC 2013? Will it be around 55-60% for General and 50-55% for OBC? Or it will change drastically? Have any good guess? Feel free to express your views.
Date of APSC 2013 Main results:
Any tentative dates for declaration of APSC 2013 Main exam results? If everything goes smoothly, APSC 2013 Mains examination results will be announced by the end of September or early October. That’s what one APSC employee told us. Basically it is too early to give an exact date. For views and opinion related to APSC civil services exam, don’t forget to view this APSC 2013 discussion page.

@monica. Thank you for following the cases so closely. As you have correctly suggested – we should wait for one week or so and then approach the HC with our grievance. The petitioners’ grievance may be important; but even more important is the grievance of about 2000 candidates who are suffering for no fault.
@monica. Can you please take the lead in filing a counter-case in HC? It is especially important for candidates like me who are outside Assam at present. We need not worry for the cost; we can all pool resources and collate online.
Aru kiman wait kariba lagiba mains r resultr babe.
results shud be out before may, as the next mains is scheduled to be held in may
It is very imp for d CC(M) – 2013 aspirants, who hv not filed any case, to form a group and stay united. At least, 2000 of us!
We need to request d admin to create a new page for d aspirants [CC(M) - 2013 only]. Aspirants wud need to submit an e-copy of der Admit Cards.
Purpose: If v, in d near future, plan to meet d C.M, visit the HC or d APSC, we may do so in a group and not individually. We can share our ideas, updates, contact details etc in dat page and strategize accordingly. Else, right since Sept 2013, v hv been wasting our time and efforts.
Friends, Pls place in ur ideas!
Friends,
The following r d Writ Petitions filed against d APSC, in d year 2014, @ d Gauhati HC:
1. WP(C) 3101/2014 (Bimal Kishore Barman)
2. WP(C) 3184/2014 (Narman Dutta)
3. WP(C) 2773/2014 (Manash Pratim Baruah)
4. WP(C) 3182/2014
5. WP(C) 3238/2014
Petition 4 & Petition 5 hv been disposed of. We need not worry about them! Petition 1 and 2 are in ‘Pending’ mode whereas, Petition 3 has been ‘disposed of’ but IT IS STILL IN MOTION (Gauhati HC records).
Interim Orders r just temporary ‘make-shift arrangements’. Please do not confuse them with final orders or judgements.
There hv been instances of exams getting scrapped (SSC CGL) due to similar Court interventions.
I have been, personally, tracking these petitions since long. Let us hope dat a balanced verdict is delivered by the Honorable Court.
Problem: I, absolutely, have no idea as to when d Court is gonna deliver a judgement.
Worst imagination: 2014 batch getting appointment letters before the batch of 2013 (if at all d Court flashes d green light). That wud b a real shame!
Going through d verdict of Manas Barua,it is crystal clear that proffessors assigned to prepare d prelims question paper n answers were not competent enoough or they were completely negligent towards their duties. This guys should b blamed n should b brought before d court. In mains also they r quite irresponsible in marking.I was not given marks in 25 marks in my GS paper last time though they marked d answers correct bt forgot to assign marks!! And d court also states that result of d examination depend upon d outcome of d verdict.Verdict was clear -allow Manas to sit in d mains n APSC did allow him.
What the hell is going on ha? it’s just now horribly irritating and frustrating!!! You Apsc guys you better give our results within this month otherwise I don’t want it Ok

Court sees error in APSC exam
- HC allows petitioner to appear in the mains
PANKAJ SARMA
Guwahati, June 17: Gauhati High Court today prima facie observed errors in evaluation of answer scripts of the Combined Competitive Examination (Preliminary), 2013, conducted by the Assam Public Service Commission (APSC).
The court made the observation while hearing a petition (WP(C) 2773/2014) filed by Manash Pratim Baruah who has claimed that some of the APSC’s answer keys of the general studies paper of the preliminary examinations had marked wrong options as right, which affected his total score, as a result of which he was declared unsuccessful.
The petitioner’s counsel R. Hazarika told The Telegraph that the single-judge bench of Justice Tinlianthang Vaiphei observed that there was apparent erroneous evaluation of the answersheets by serving wrong answer keys.
“If model answer keys, which were used for evaluating the answer sheets were defective, the result prepared on the basis of the same could be equally erroneous. This is bound to affect the result of the petitioner,” Hazarika, quoting today’s interim order, said.
“My client has claimed that he failed to get to the cut-off level by four marks. The answer keys mentioned 11 wrong answers in the general studies paper. If he is given marks according to the right answers, his marks would be above the cut-off level,” Hazarika said.
Baruah, who belongs to OBC, secured 208 marks while the cut-off mark for OBC candidates is 212.
“We have prayed to the high court that either revaluation should be ordered or the result of the preliminary exam should be set aside. We have also sought that the petitioner be declared successful and allowed to take the main examination,” he said.
Considering the appeal, the court directed the APSC to allow the petitioner to appear in the main examination to be held on June 28. Though the court has not stayed the main examination, the final result of the exam will depend on the outcome of this case.
Hazarika said they had submitted before the court that as many as 11 answer keys were incorrect and after going through their submission the court prima facie found five of them wrong.
Giving an example, he said, one question asked: Under the Mountbatten Plan, a referendum was to be held in which district of Assam? “Everyone knows that the correct answer is Sylhet, but in the APSC answer keys it was given as Sibsagar,” Hazarika said. The petitioner had obtained the answer keys from the APSC by applying for it under the Right to Information (RTI) Act. The preliminary exam was held on December 29 last year and the result was declared on February 6 this year.
The APSC submitted in court that there was no provision in its rules for revaluation of answer scripts and the question paper/answer keys are prepared by professors having years of experience.
The APSC also mentioned in the court that a stay on the main examination or setting aside the result of the preliminary exam would cause huge administrative and logistic problems.
Happy Bihu
Is there any chance of getting result this month.
Its very difficult to prepare again.
The Telegraph news report shared clearly says: “Though the court has not stayed the main examination, the final result of the exam will depend on the outcome of this case”. Very frustrating.
Friends and admin, do you know of any case where an examination result is scrapped – be it in APSC or any other board – because a case is against it? If there is, then we may fear the worst.

Waiting for Godot…
Keepers of Law plz resolve Manas Barua’s case soon…
NOW THE QUESTION IS: HOW COULD THE RESULT OF 2000 CANDIDATES HANG IN AIR FOR THE SAKE OF JUST 1 CANDIDATE? AUTHORITIES SHOULD NOT ACT IRRESPONSIBLY.
Interim order passed by the Hon’ble Gauhati High Court on 1710612014 in WP(C)
No. 27730/2014.
@Vivek and Abbas
Could u provide me d case number!!
The case IS indeed showing as disposed BUT refer to the notice as present in APSC website, It was an interim order to allow the candidate to appear for the exam and “The result of the Examination shall, however, be subject to the outcome of the above Writ Petition”
@Abbas
First of all wish u a belated happy bihu.Ll u kindly provide me d case number of Manas Barua ?
BUT CASE STATUS OF MANASH PRATIM BARUAH IS SHOWN “DISPOSED” AS PER GAUHATI HIGH COURT RECORDS.
Each batch of candidates in the APSC exam has over d year expected that this tym APSC will complete d recruitment within reasonable time, but APSC has consistently shown its ability to get d results delayed due to one reason or another.
While this time there is a court case but this case could have been expedited by requesting for a hearing right after the completion of MAins exam,Why wait for 6 months and then remember that there is a court case pending.
All that is left to be done is prepare for next mains and hope that, his mains(2014 will be different.
Magh bihur antorik subecha jasilu sakaluke…. aru asha karu je agontuk samay sakolo re babe khubho hok…
